The Idiocy of Sequestration

With all feel-good talk about immigration reform, fans of conflict and dysfunction may fear the arrival of genuine bipartisanship in Washington.

Not to worry! Another budget crisis is almost upon us! This time it?s not the dread fiscal cliff or the debt ceiling, but rather the ?sequester??the extremely crude cutting mechanism that essentially nobody favors but that seems likely to happen anyway. It?ll drag down the economy, impair the functioning of the government across the board, and do nothing to improve America?s fiscal sustainability over the long run.

Here?s what you need to know.

What is it? Sequestration is broad, automatic, across-the-board cuts to most categories of government spending. These are scheduled to take effect on March 1. Social Security, Medicaid, targeted anti-poverty programs, military pay, and the operational cost of ongoing wars are exempted. Benefits for Medicare patients won?t be touched, but payment rates to providers will. Everything else is getting the ax. And it?s not a small ax. Affected military programs will be cut by 16.3 percent, and domestic discretional programs will be cut by 9.2 percent.

How did this happen? It all goes back to the bipartisan disaster of the 2011 debt-ceiling talks. Historically, the occasional need for the executive branch to request congressional permission to borrow money had been an opportunity for grandstanding. But flush with victory, House Republicans decided to attempt to extract substantive policy concessions in the form of spending cuts. Rather than stare them down as Obama did successfully earlier this year or avert the crisis by exploiting the platinum coin loophole, Obama chose to negotiate, seeking a ?grand bargain? to reduce the deficit. What emerged was the sequester.

So the sequester is a bipartisan deal that everyone supports? Quite the opposite! The debt ceiling was a hard deadline, but neither side wanted to give up on the grand bargain. So they raised the debt ceiling limit and appointed a ?supercommittee? to continue the bargaining. The sequester was meant to be a stick?something everyone agreed was a terrible idea?that provided members of the supercommittee with an incentive to agree to an alternative means of deficit reduction. The cuts were evenly divided between defense and non-defense segments to give Democrats and Republicans equal pressure to seek an alternative.

What?s so bad about spending cuts? Two things. One is that a time of high unemployment and ultra-low interest rates is a strange time to be cutting spending. Putting a credible deal in place to cut spending over the long term might be helpful, but actually reducing expenditures in 2013 will hurt the recovery. The cuts are also poorly structured. Common sense says that some of the government?s discretionary programs are more important than others, and that you want to cut the less useful programs rather than the more useful ones. The sequester makes no judgment about the merits and no effort at cost-benefit analysis. Things are just cut willy-nilly.

How much spending is being cut exactly? A total of $52 billion in 2013 with the number rising steadily each subsequent year to a total of approximately $1.2 trillion over 10 years. A bit less than 10 percent of that total is estimated to be lower interest rate costs since the government will be borrowing less. The rest is program cuts.

What?s the economic impact going to be? In the short term, it will be pretty severe. Goldman Sachs? Alec Phillips thinks we could see almost a full percentage point cut off growth in the second and third quarters of GDP. The most visible initial impact will be civilian layoffs at the Pentagon and furloughs at defense contractors. Other impacts will be a bit harder to see. A nearly 10 percent cut in Section 8 housing assistance vouchers, for example, won?t directly lead to layoffs. But the hardship inflicted on low-income families will mean reduced sales for the businesses they patronize with downstream consequences. All told, the Bipartisan Policy Center thinks full implementation could lead to a million fewer jobs next year.

How about the impact on programs? It?s difficult to predict. The essence of the sequester is that agencies have very little authority to prioritize in the cuts. The statutory language says cuts must happen at the ?program-project-activity? level?i.e., you can?t do double cuts in one program to spare another from the ax?but the technical meaning of this is unclear for some agencies. This is going to create implementation problems for large procurement initiatives or construction projects. You can?t really buy 89 percent of an aircraft carrier or build 92 percent of a dam. Consequently, the aggregate level of disruption will probably be bigger than the percentage cuts suggest. On the military side, since troop pay and the ongoing war in Afghanistan are spared, the cuts in future weapons programs and other procurement will be very big.

But at least this fixes the deficit, right? Not really. Certainly the deficit is made lower by these cuts. But the deficit right now isn?t a problem. The thing people worry about is the long-term budget implications of the aging population and rising health care costs. Yet the sequester doesn?t touch programs related to those issues.

So why doesn?t Congress just call the whole thing off? Republicans want to cancel the defense sequester and replace it with cuts in programs for low-income people. Democrats still favor a grand bargain that raises taxes and trims entitlements. Republicans are still against raising taxes. Congress tried to bluff itself and now it?s prepared to call its own bluff.

The Google Nexus 4 has been going in and out of stock as the big G struggles to keep up with demand for its flagship Android smartphone. Now it looks like buyers will have another option to play with in the form of this white Nexus 4 variant.

PhoneArena snagged the picture, which was reportedly snapped on an LG Optimus G. The white Nexus 4 seen in the picture sports the same disco-fabulous reflective finish seen on the black variant of the phone, going by the sparkles at the bottom edge of the picture.

There's no word on when the white Nexus 4 will hit stores ? but going on past form, as soon as it arrives it'll be sold out.

Kate Scott Writes: One Kid At A Time

I recently read One Kid At a Time by Jake Dekker. It is a memoir about a single dad?s process of wading through the foster care system to adopt his 10-year-old son Danny. Since I am currently wading through the foster care system in hopes of adopting a child of my own, I related to Jake?s story and enjoyed reading it. And I definitely think Danny ended up with a wonderful father. But there was one big factor in Jake?s story that bothered me?he thought the foster care system was horrible.

This fear of all things foster care is a very common conception. There are lots of statistics that show children who grow up in foster care are far more likely to have problems in adulthood. Clearly, the foster care system isn?t perfect and it doesn?t serve all children perfectly. One very common perception is that all foster parents are only in it for the money and they don?t care at all about the children in their care. Many people even believe the foster care system is worse than the homes abused and neglected children are removed from when entering care.

I have a hard time agreeing with this negative view of all things foster. While some foster homes are better than others, and many foster children?s needs aren?t fully met, most foster parents are pretty freakin? amazing. The compensation provided to foster parents by the state is barely enough to cover the cost of food for children in there care. It is impossible to get rich by foster parenting, and an incredibly hard job. The vast majority of the people who chose to become foster parents do so for all the right reasons.

I will admit the limited exposure that I?ve had to the foster care system at this point is filled with bureaucracy. Many well intentioned policies have translated into cumbersome paperwork that has little if any benefit for the children in care. Still, I think the largest problem with the foster care stems from societies aversion to all things foster, not from the system itself.

There is a major shortage of good foster parents, so many foster homes are overcrowded and children often stay in ?temporary? placements longer than they should. If more people, who knew foster parenting is not a way to make money but instead a way to care for children in need, became foster parents the system as a whole would improve. The problem isn?t that all foster parents are bad, the problem is that not enough people are becoming foster parents.

The second problem with the foster system is that children stay in it too long. In 1997, the Adoption Safe Families Act passed limiting the time a child could stay in temporary foster care before a biological parents rights were removed to 14 months. The reason for this legislation was simple, it?s bad for everyone if kids stay in foster care for years and years constantly jumping around from home to home until they age out at 18.

But tens of thousands of kids across the country still age out of the foster care system every year. Because even if no child should be kept in foster care longer than 14 months, social workers often fail to place children with adoptive parents after their biological parent?s rights are removed. This isn?t the fault of the foster care system, it?s the fault of our society. There aren?t enough people adopting foster children.

Jake Dekker adopted Danny, and wrote a book about it. I?m currently in the process of trying to adopt a foster child as well. But there are more than 100,000 children in the United States currently free for adoption and still living in foster care. Can you blame all their problems on the system that was designed to give them temporary safe housing? Or is the real problem with us? We need to change our society, one kid at a time. We need to start adopting these kids.

Typing on a touch screen is a very different experience. My dad, who types with remarkable sluggishness on a keyboard, can easily boost his typing skills by switching to his iPad. Because the experience changes the way we input information, we have to take a different approach. That means learning a different approach to typing, finding our strengths with these new methods, and upgrading our virtual "keyboards" to add typing shortcuts that speed up the process regardless of our talent.

Find Your Strengths and Places of Comfort

How Can I Improve My Mobile Typing Skills?You can't type with all your fingers on a mobile phone, so you need to figure out where your strengths lie: typing with one finger or two thumbs. The same goes for many tablets, unless you have a 10" version that allows enough room for both hands and all fingers (even if it is a little cramped).

Personally, I can type fastest on my smartphone with my pointer finger. Typing in landscape mode will make life easier, of course, as the keyboard's bigger. The downside is that your thumbs take up a lot of space and you'll have a harder time seeing the keys. If you don't feel the need to look at the keyboard, however, this won't be a problem. One method may come naturally to you, but try both for a period of time and see which is more productive for you.

In addition to knowing your optimal approach to touchscreen typing, you need to find your most comfortable position. When we're typing at a desk or on a laptop, our position doesn't really change too much. Our hands are forward and rest on the keyboard. We're not in constant movement. If we carried around our laptops and tried typing while walking or on the bus, our accuracy and speed would all but die. You have to look at typing on your mobile's touchscreen similarly and find the most comfortable position(s) for you. Perhaps you just need to sit down or stand still while avoiding any jarring movements (like a bumpy bus ride), but chances are you'll find that the position of your arms makes a difference. Typing on a laptop works well because you can rest your arms comfortable and concentrate on moving your fingers where they need to go. Often times we type on our smartphones while holding up our arms with our own strength. While it doesn't require much, we have to expend additional effort in order to keep our mobile stabile. At first it won't make much of a difference, but as you begin to experience a little fatigue your typing speed and accuracy will decrease and you'll need to alter your position. It helps to know what position works best outright so you can default to it before composing a long email on your mobile. Find the one that works for you and you'll have an easier time typing well.

Re-Learn to Type on a Touchscreen

Typing apps can help because they can tell your where you've made mistakes. This way you can find common ones and learn to correct them. If you don't want to use an app, however, you can just do this yourself by taking time to practice typing blocks of text. Copy an article or a page from a book. Input a paragraph or two from memory. Disable autocorrect (instructions for Android and iOS) so you can see your mistakes and find your weak spots. Practice will improve your typing, but only if you're practicing well. Figure out where you falter and you can improve at a more rapid pace.

Get a Better "Keyboard"

While iOS limits the alteration of your keyboard, Android offers many alternative options. Basically, you can type every letter in a word wrong and it'll usually know what you meant.

Use Text Expansion

Text expansion (or typing shortcuts), the typing miracle that allows you to input a short amount of text and have it expand into a longer block of text, saves hours of typing in the long run. We love it on the desktop, and it's even more useful on mobile devices. On Android, Textspansion is our top pick for an app that can add this functionality system-wide. As usual, iOS doesn't allow apps to alter the system but, fortunately, Apple actually added text expansion to iOS 5 (and up). Setting up a few typing shortcuts can save you a ton of time typing phone numbers, your address, common emails, common phrases, and more. Typing on a touchscreen will never offer the same speed and precision of a good hardware keyboard, but you can improve if you practice well and employ a few tricks.
